On 15 April 2025, Decree No. 12,435/2025 came into effect, regulating the Green Mobility and Innovation Program (Programa Mover)—a strategic initiative aimed at decarbonizing the Brazilian fleet, promoting technological innovation, and increasing energy efficiency.
The regulation imposes new mandatory criteria for the commercialization and importation of new vehicles, such as minimum recyclability rates, energy-environmental efficiency, vehicle labeling, and, starting in 2027, the presentation of the carbon footprint of the full lifecycle of vehicles (“cradle to grave”).
Compliance will be monitored through administrative registration with the MDIC, along with external audits and strict sanctions in case of non-compliance.
Tax reductions, encouragement of innovation, and the promotion of sustainability in the automotive sector mark this new phase of national mobility.
