The Federal Government revokes decree on solid waste importation and publishes a new regulation

On 6 May 2025, the Federal Government revoked Decree No. 12,438/2025 and published Decree No. 12,451/2025, which introduces important changes regarding the importation of solid waste.

 

The new text maintains the general prohibition but removes the list of exceptions, which will now depend on joint acts by various agencies, based on technical criteria such as recyclability, social impact, and economic viability.

 

Benefits related to recycling certification for imported waste have also been prohibited, signaling a clear emphasis on valuing the national recycling chain.

 

The Executive Committee of Camex may also impose limits on authorized imports, reinforcing control and the transition toward a circular economy.
