Published on 20 March, 2020, Provisional Measure nº 926/2020 altered law nº 13.979/2020 in order to set out special rules for the acquisition of goods and services destined for the fight against the COVID-19 pandemic. There are numerous provisions which considerably modify existing legislation in this exceptional crisis situation. The PM aims at providing immediate solutions and flexibility. Nonetheless, it is important to guarantee these legal instruments are not unduly used causing unnecessary financial losses and do not inadequately favor certain suppliers.
