Federal Revenue formalizes the termination of PERSE due to the budget ceiling being reached

Termination of PERSE: Federal Revenue Formalizes the End of the Program

The Federal Revenue Service published Executive Declaratory Act RFB No. 02/2025 to formalize the termination of the tax benefits granted under the Emergency Program for the Recovery of the Events Sector (PERSE), due to having reached the budget ceiling of R$ 15 billion.

Created to mitigate the impacts of the pandemic, PERSE reduced the rates of IRPJ, CSLL, PIS contribution, and COFINS to 0% for a period of 5 years for companies in the events and tourism sectors. With the early termination of the Program, taxpayers will need to reassess their strategies to cope with the increased tax burden.

Our #teamFeA analyzed the impacts of the Declaratory Act and possible alternatives for the affected companies. Check out the complete report.
