Basic sanitation during the COVID-19 pandemic: Shall we start over with the basics?

The Federal Court in Sao Paulo has established that cuts in essential services, such as sewage treatment and water supply, may not occur during the state of public calamity notwithstanding lack of payment. Indeed, low-income consumers are exempt from paying water and sewage bills. Such a decision seeks to protect taxpayers who are prevented from working and have insufficient income to pay for essential expenses. The choice to secure the supply of basic sanitation services is essential in the fight against the pandemic as it contributes to the health and dignity of the population.
