Provisional Measure which changed public procurement rules in the context of the pandemic has become law

The National Congress has approved Provisional Measure No. 961, of 6 May 2020, converting it into Law No. 14.065/2020, published on 30 September 2020. The new provisions authorize advance payments in bids and contracts made, increase the limits for exemption from bidding within the scope of Public Administration, regulate the use of the price registration system for emergency purchases, and expand the application of the Differentiated Public Procurement Regime (DRC).
