All of the Central Bank normative acts will now be prepared under new standards according to the new rules of Decree nº 10.139. Acts originating from Federal public administration entities and which are, in the hierarchy of norms, inferior to decrees, shall be issueed only in the form of ordinances, resolutions or normative instructions. These modifications aim at simplifying and systemizing the existing regulatory framework in the federal public administration, terminating obsolete norms and increasing transparency in the public sector.

On 28 July 2020, Provisional Measure nº 930/2020 was converted into Law nº 14.031/2020. Not only did the new law include the content of the Provisional Measure, it also provided alterations to Law nº 12.865 which regulates payment arrangements and payment institutions which are part of the Brazilian Payment System.
