New Provisional Measure brings complementary rules to public purchases in the context of the coronavirus pandemic

Published in the Official Gazette (DOU), Provisional Measure nº 951 allows the use of the purchase registration system for contracts or purchases destined to tackle the current public health emergency. In the event a State or Municipality does not possess its own purchase registration service, it may use the federal registry. Furthermore, registry and certifying authorities may adopt remote means of user identification if all security standards are met. The deadlines for entities to participate in the price registry has been shortened. These measures have been justified by the need for promptness in response to the pandemic.
