ARGENTINA INITIATES SYSTEM OF PRIOR AUTHORIZATION
FOR IMPORTATION OF CONSUMER GOODS
Argentina has put into place a new customs procedure establishing prior control over the importation of consumer goods into the country. Governed by Resolution AFIP No. 3252 of January 10, 2012, the measure entered into effect on February 1 of this year.
Under the new procedure, all consumer goods importers must submit information about their proposed order to the Administración Federal de Ingresos Públicos before issuing a purchase order or similar document to aquire the goods. The information must be set out in a form called the “Declaracion Jurada Anticipada de importacion” (DJAI), available on the web site of the Administración Federal.
The information submitted in these sworn statements will be distributed to those government agencies participating in the new system. As a general rule, under General Resolution No. 3255 of January 20, 2012, these agencies will have 72 hours to respond to the information submitted to them, although some agencies have been given 10 days to respond. The agencies are required to transmit their observations to the importers, who may be summoned before them to receive the requested import authorizations.
When the imports in question enter the country, the number of the sworn declaration must be submitted to the MARIA System, which will assure the conformity of the imports to the declaration and obtain the clearance of each of the agencies that participated in the process. The declaration number will also be registered at this time with the Sistema de Control de Operaciones Cambiarias.
